Pour faire face \u00e0 la p\u00e9nurie de main d&#8217;\u0153uvre s\u00e9vissant depuis plusieurs ann\u00e9es, <strong>le secteur doit se r\u00e9inventer<\/strong>. Nouvelle vision de l&#8217;agent de s\u00e9curit\u00e9, nouvelles technologies et nouvelle r\u00e9gulation vont de pair pour r\u00e9ussir cet objectif.<\/p>\n<p>C\u00f4t\u00e9 r\u00e9glementation, la Loi de S\u00e9curit\u00e9 Globale promulgu\u00e9e en mai 2021 pr\u00e9voit, dans son article 35, d&#8217;<strong>\u00e9tudier la possibilit\u00e9 d&#8217;encadrer certaines activit\u00e9s <\/strong>de s\u00e9curit\u00e9-s\u00fbret\u00e9 <em>\u00ab\u00a0en vue de contr\u00f4ler la moralit\u00e9 et l&#8217;aptitude professionnelle des personnes qui les exercent\u00a0\u00bb<\/em>. Les activit\u00e9s de <strong>conseil en s\u00e9curit\u00e9 <\/strong>sont concern\u00e9es, tout comme la s\u00e9curit\u00e9 incendie, la s\u00e9curit\u00e9 \u00e9lectronique et les services de s\u00e9curit\u00e9 fournis \u00e0 l&#8217;\u00e9tranger.<\/p>\n<p>Sur le principe, cette refonte est vue comme <strong>un gage de professionnalisation du m\u00e9tier<\/strong>. Mais dans la r\u00e9alit\u00e9, les <strong>sp\u00e9cificit\u00e9s et diversit\u00e9s<\/strong> de la profession rendent l&#8217;exercice bien difficile.<\/p>\n<p>Entre d\u00e9finition de la fonction de conseil en s\u00e9curit\u00e9 et encadrement des activit\u00e9s, nous faisons le point sur la situation.<\/p>\n<p>&nbsp;<\/p>\n<h2><strong>Le conseil en s\u00e9curit\u00e9, une activit\u00e9 \u00e0 part enti\u00e8re<\/strong><\/h2>\n<p>&nbsp;<\/p>\n<p>L\u00e9gif\u00e9rer un cadre commun aux m\u00e9tiers de conseil et aux prestations de services peut s&#8217;av\u00e9rer p\u00e9rilleux. En effet, bien que l\u2019activit\u00e9 de conseil ait \u00e9galement pour vocation finale d&#8217;assurer la s\u00e9curit\u00e9 de biens, de personnes et d\u2019actifs, sa d\u00e9finition diff\u00e8re pourtant des autres activit\u00e9s r\u00e9glement\u00e9es.<\/p>\n<p>Relevant des <strong>prestations intellectuelles<\/strong>, le conseil en s\u00e9curit\u00e9 s&#8217;\u00e9carte des m\u00e9tiers qui mettent directement en \u0153uvre des moyens humains et techniques. Il englobe <strong>des savoir-faire divers<\/strong>, allant de l&#8217;audit \u00e0 la formation, de la coordination op\u00e9rationnelle \u00e0 l&#8217;accompagnement et l&#8217;ing\u00e9nierie.<\/p>\n<p>Par ailleurs, les services fournis par les entreprises de conseil sont particuli\u00e8rement \u00e9tendus. Cartographie des risques, formalisation de proc\u00e9dures, cr\u00e9ation et optimisation de dispositifs de s\u00e9curit\u00e9, pilotage des centres de commandement, gestion de crise, suivi des prestataires ou r\u00e9alisation de diagnostics \u2026 <strong>la nature m\u00eame du m\u00e9tier de conseil est vaste<\/strong> et ne rel\u00e8ve pas, en soi, d&#8217;une activit\u00e9 concr\u00e8te de s\u00e9curit\u00e9 priv\u00e9e.<\/p>\n<p>Contrairement \u00e0 un prestataire de services, un cabinet de conseil ou un bureau d&#8217;\u00e9tude \u00e9volue ainsi dans <strong>un cadre contractuel plus large<\/strong>. Trouver une r\u00e9glementation commune \u00e0 des activit\u00e9s si diff\u00e9rentes semble \u00eatre un objectif plut\u00f4t difficile \u00e0 mettre en place.<\/p>\n<p>&nbsp;<\/p>\n<h2><strong>De l&#8217;importance de r\u00e9glementer les activit\u00e9s de s\u00e9curit\u00e9<\/strong><\/h2>\n<p>&nbsp;<\/p>\n<p>Pourtant, le contr\u00f4le de la moralit\u00e9 et de l&#8217;aptitude professionnelle reste n\u00e9cessaire. Intervenant dans des <strong>domaines sensibles<\/strong>, ayant acc\u00e8s \u00e0 des <strong>donn\u00e9es souvent confidentielles<\/strong>, garantir la moralit\u00e9 et les comp\u00e9tences des op\u00e9rateurs est indispensable.<\/p>\n<p>La d\u00e9marche est aussi coh\u00e9rente compte tenu du fait que les consultants en s\u00e9curit\u00e9 \u00e9voluent dans <strong>de nombreux domaines eux-m\u00eames r\u00e9glement\u00e9s<\/strong>. A\u00e9roportuaire ou portuaire, s\u00e9curit\u00e9 humaine ou vid\u00e9oprotection, le conseil est un maillon de la cha\u00eene qui se doit d&#8217;agir dans un contexte r\u00e9gul\u00e9.<\/p>\n<p>L&#8217;activit\u00e9 recoupe ainsi des champs couverts par l&#8217;ensemble du secteur, notamment par la mise en place de cahiers des charges, la r\u00e9alisation de strat\u00e9gies ou d&#8217;audits et le recrutement d&#8217;\u00e9quipes. Par la similarit\u00e9 des fonctions, il semble logique d&#8217;<strong>inclure l&#8217;activit\u00e9 de conseil dans un encadrement commun<\/strong>.<\/p>\n<p>Cependant, le contr\u00f4le de l&#8217;aptitude professionnelle, condition d&#8217;entr\u00e9e dans la profession, n&#8217;est toujours <strong>pas adapt\u00e9 \u00e0 la r\u00e9alit\u00e9 du terrain<\/strong>. Outre les disparit\u00e9s \u00e9voqu\u00e9es plus haut, les exp\u00e9riences et qualifications des acteurs de la profession sont \u00e9galement h\u00e9t\u00e9rog\u00e8nes. <strong>Sans formation sp\u00e9cifique <\/strong>aux m\u00e9tiers de la consultance en s\u00e9curit\u00e9, les profils varient. Consultants \u00ab\u00a0g\u00e9n\u00e9ralistes\u00a0\u00bb, hauts fonctionnaires, praticiens de la s\u00e9curit\u00e9 priv\u00e9e ou responsables de services internes, <strong>le spectre des acteurs \u00e9voluant dans le m\u00e9tier est large<\/strong>.<\/p>\n<p>Autant d&#8217;obstacles qui <strong>entravent la d\u00e9finition d&#8217;un v\u00e9ritable p\u00e9rim\u00e8tre professionnel<\/strong>, quand bien m\u00eame la loi exige la remise d&#8217;un rapport sur la r\u00e9glementation de ces activit\u00e9s d&#8217;ici fin 2022.<\/p>\n<p>&nbsp;<\/p>\n<p>Ainsi, dans la lign\u00e9e de la vision du SCS (Syndicat du Conseil en S\u00fbret\u00e9), OCPR milite pour que l&#8217;activit\u00e9 de conseil b\u00e9n\u00e9ficie d&#8217;une meilleure reconnaissance et d&#8217;une plus grande professionnalisation tout en s&#8217;inscrivant dans un principe de s\u00e9curit\u00e9 globale.
