[Cas client]"},"content":{"rendered":"<p>Ou comment mettre en \u0153uvre un plan de s\u00fbret\u00e9, sans \u00eatre ni expert, ni pleinement d\u00e9volu \u00e0 ce r\u00f4le\u00a0?<\/p>\n<p>C\u2019est l\u2019objet du parcours de formation que nous menons actuellement aupr\u00e8s d\u2019un client, pour accompagner les r\u00e9f\u00e9rents s\u00fbret\u00e9 de l\u2019ensemble de ses agences du territoire fran\u00e7ais.<\/p>\n<p>Ils sont par ailleurs responsables logistiques, en charge des moyens g\u00e9n\u00e9raux ou encore RH\u2026 et doivent pour autant, en plus de leurs responsabilit\u00e9s principales, piloter le sujet de la s\u00fbret\u00e9 au niveau local.<\/p>\n<p><strong>Quels objectifs se fixer\u00a0? Par o\u00f9 commencer\u00a0? Quel budget y consacrer\u00a0? Comment se d\u00e9gager du temps\u00a0?<\/strong> Telles sont les questions qui nous sont r\u00e9guli\u00e8rement pos\u00e9es.<\/p>\n<p>Entre difficult\u00e9s de prise de conscience des risques auxquels ils sont expos\u00e9s, et un certain nombre d\u2019id\u00e9es re\u00e7ues \u00e0 propos de la s\u00fbret\u00e9, nos journ\u00e9es de formation d\u00e9butent avant tout par de la sensibilisation, pour ensuite permettre \u00e0 nos apprenants d\u2019\u00eatre davantage r\u00e9ceptifs aux connaissances et aux savoir-faire pratiques que nous leur transmettons.<\/p>\n<p>&nbsp;<\/p>\n<h2><strong>Poser les bases d\u2019une politique de s\u00fbret\u00e9 adapt\u00e9e<\/strong><\/h2>\n<p>&nbsp;<\/p>\n<p>Point de d\u00e9part de notre approche, <strong>la r\u00e9alisation d\u2019un diagnostic local de s\u00fbret\u00e9 permet de prendre une photographie de la situation actuelle et des forces en pr\u00e9sence<\/strong>. Obtenir un panorama complet des sujets ayant trait \u00e0 la s\u00fbret\u00e9, c\u2019est sur cette base que nous proposons de construire la fonction s\u00fbret\u00e9 et le syst\u00e8me de management qui va avec (outils de pilotage, supports de suivi, veille, communication interne, comit\u00e9 op\u00e9rationnel, etc.).<\/p>\n<p>Avant la mise en \u0153uvre d\u2019actions fortes, <strong>identifier les vuln\u00e9rabilit\u00e9s propres \u00e0 l\u2019entreprise et d\u00e9terminer leur criticit\u00e9 demeure un pr\u00e9alable essentiel<\/strong>. Si elle para\u00eet fastidieuse et complexe pour les non-initi\u00e9s, l\u2019analyse de risques reste le meilleur proc\u00e9d\u00e9 pour construire un plan d\u2019action juste et coh\u00e9rent. Bien r\u00e9alis\u00e9e et sans pr\u00e9cipiter la phase initiale de recueil des donn\u00e9es, elle constituera un gage de r\u00e9ussite pour d\u00e9rouler le sch\u00e9ma directeur de s\u00fbret\u00e9.<\/p>\n<p>L&#8217;objectif \u00e9tait de d\u00e9montrer que la s\u00fbret\u00e9 n&#8217;est pas l&#8217;empilement de mesures s\u00e9curitaires, co\u00fbteuses et contraignantes. Ces analyses pr\u00e9alables doivent au contraire permettre d&#8217;<strong>articuler savamment des mesures de pr\u00e9vention, de protection ou d&#8217;intervention<\/strong> gr\u00e2ce \u00e0 des moyens techniques, humains ou organisationnels choisis judicieusement.<\/p>\n<p>&nbsp;<\/p>\n<h2><strong>Capitaliser sur le caract\u00e8re collectif de la s\u00fbret\u00e9<\/strong><\/h2>\n<p>&nbsp;<\/p>\n<p>La s\u00fbret\u00e9 est l\u2019affaire de tous, oui. Pour que chacun prenne part, \u00e0 diff\u00e9rentes \u00e9chelles, \u00e0 l\u2019animation du plan de s\u00fbret\u00e9, <strong>la culture s\u00fbret\u00e9 est un param\u00e8tre sur lequel miser<\/strong>. La bonne sensibilisation\/vigilance de tous, sans pour autant atteindre le revers anxiog\u00e8ne, peut en effet booster l\u2019acceptabilit\u00e9, voire l\u2019efficacit\u00e9, de certaines actions mises en \u0153uvre, ou encore participer au processus de surveillance des risques et l\u2019auto-diagnostic permanent.<\/p>\n<p>Seul on va plus vite, mais ensemble on va plus loin. En effet, l\u2019isolement est un pi\u00e8ge dans lequel ne pas tomber.
